The fork, why two teams get different numbers
OTIF forks on four axes at once, which is why a supplier and its retailer never
agree on it. (a) Measurement point: the shipper measures at dispatch (ship-confirm),
the retailer measures at the receiving dock (delivery-confirm). (b) On-time window:
an exact date vs an early/late tolerance, retailer vendor-compliance programs
count an early delivery as a MISS, while a carrier's own scorecard counts two days
early as on-time. (c) In-full grain: line-complete vs order-complete vs unit/case-
complete. (d) Joint vs marginal: true OTIF is the AND of on-time and in-full on the
SAME order; many dashboards report On-Time% and In-Full% separately and multiply or
average them. Owners: retail vendor-compliance teams (delivery-dock, tight window,
punitive) vs the supplier's own logistics team (ship-point, graded on its own date).
The trap
Reporting On-Time% and In-Full% separately then multiplying OVERSTATES true OTIF whenever the late orders are also the short ones, and they usually are, because one upstream shortage causes both.
